“If I ever find myself in a position where everything is smooth and no one is coming to talk to me, and I’m getting no alternative directions from Council other than what I have suggested and so forth, there’s a really good possibility that I may not have communicated what is going on clearly enough to everyone, and I’ll need to ramp that up a little bit to make certain that we all understand what it is that we are doing. Because I don’t believe silence is golden when it comes to municipal government.
