A Pflugerville woman is on the run, police said Tuesday, after she was charged with abandoning or endangering a child earlier this month.

According to an arrest affidavit, Pflugerville officers arrested 40-year-old Veronica Cannon on Aug. 1 after receiving an anonymous tip alleging a small child was tied up in Cannon’s apartment in the 19600 block of Heatherwilde Boulevard.

Officers arrived at the apartment and were let in by an 10-year-old boy, one of the four unsupervised children in the residence, according to the affidavit.

The boy allegedly led officers to a bedroom where, according to the affidavit, a 2-year-old girl slept tied to a playpen and smelling strongly of feces and urine.

According to the affidavit, the 2-year-old’s shirt was bound to the playpen by four pieces of rope. After cutting the child loose, the affidavit states an officer noticed something tied around her ankle that had caused apparent lacerations.

Two of the boys in the apartment allegedly told the officers that their mother, Cannon, had told them to tie the 2-year-old to the structure by her ankle. The four children were placed in protective custody. According to the affidavit, Cannon told police she had been tying the child to the play pen since December 2009.

After Cannon’s arrest she was transferred to Travis County Jail, held on $3,000 bond. Pflugerville police said they have issued a warrant for Cannon’s arrest after she failed to show in court.
